Generally, "Active" is used to mean performing some task and drawing power, and "Inactive" means not drawing power
EPS isn't really split into active or inactive, it is assumed that the battery heater/management systems are always active in every mode
Assuming no antenna deployment is necessary, if we do decide to go with that a bunch of things might change
