Antenna Location
- ISED, often also called Minister of Industry in the test, has rules and exceptions that take priority over any local authorities such as municipalities and organizations
- Organizations and municipalities can have rules but they must have a proper process documented to enforce these rules and the rules must be in line with ISED
- Local consultation process:
- You do not have to attend public meetings as a ham radio operator
- You are required to:
- Address relevant and reasonable concerns given in writing within a 30 day public comment period
- You don’t have to talk to local authorities if there is an ISED exclusion or within the local authorities’ own rules
- If a local rule is less restrictive than ISED, local rule applies
Safety/Radiation Limits
- Health Canada sets rules for safe radiation exposure in Safety Code 6: Exposure Limits (for RF exposure on all transmitters such as contact currents, induced currents, magnetic, etc)
- Greatest risk is between 30-300MHz because you absorb the most energy in these ranges
- Health Canada does not specify power limits
- Risk does not decrease below 10MHz
- Allowable exposure is much higher from 300MHz-1.5GHz
- Emissions Interference:
- Covered by EMCAB 2: rules for non-radio receiver equipment that is affected by radio waves
- I.e. non-radios that receive signals, but are affected by RF
- All gear must meet some minimum immunity requirements from external RF, but your gear cannot be transmitting above a certain level of interference itself
